Governance baselines

MSP is not implemented in a vacuum, but in an institutional context which is responsive to MSP. Governance baselines help to better understand this institutional context and in particular its emergence over time.

Governance baselines help to understand the history and context of institutional developments. This approach allows to analyse change in governance mechanisms and management paradims over time. Originally, the approach was developed to examine how governance systems respond to ecosystem changes.

It has already been applied to understand the history of organisational and institutional developments of transnational cooperation in the KnowSeas project (see image below). In BALTSPACE, governance baselines has been used to analyse the evolution and institutional developments of governance systems as well as sectors in relation to MSP.
